Durham is the GTA’s most affordable custom market by land cost, with the premium segment concentrated on the Lake Ontario waterfront and in the estate country north toward the Oak Ridges Moraine. Conservation authority jurisdiction and Moraine designation are the two constraints that decide most rural sites.

The premium end concentrates in two places. Along Lake Ontario, waterfront and near-waterfront parcels in Whitby, Oshawa and Clarington command a substantial premium and carry shoreline and conservation considerations. North of the built-up area, estate country runs up toward the Oak Ridges Moraine, where the conservation plan governs a great deal of land.

Between them, Brooklin, Columbus and the older Oshawa communities carry steady rebuild and infill work on larger mature lots.

The trade-off against the west GTA is depth of specialist trades at the very high-detail end, which thins out east of Toronto.

Per-square-foot figures are only comparable when the scope behind them is identical. Ask every builder whether their number includes the developed basement, the garage, site work, landscaping, appliances, design fees, permits and GST — the answer varies enough between builders to move a comparison by more than the difference between them.

  • Minor variance applications through the applicable municipal Committee of Adjustment — Oshawa, Whitby, Clarington and the townships each run their own.
  • Central Lake Ontario Conservation Authority permits apply along the lakeshore and creek systems; other authorities apply further north.
  • The Oak Ridges Moraine Conservation Plan restricts development on designated land across north Durham.
  • Lake Ontario waterfront parcels carry shoreline setback and bluff stability considerations.
  • Private sewage approval is required on unserviced rural parcels.
  • Builders must be licensed with the Home Construction Regulatory Authority and homes enrolled with Tarion.
Climate and construction

Two designations decide most rural parcels

Conservation authority regulated area and Oak Ridges Moraine designation. Between them they govern a very large share of the attractive rural land in Durham, and either can restrict or prevent development. Both are public and quick to check.

On the waterfront, ask about the bluff

Parts of the Lake Ontario shoreline in Durham are actively eroding. Setback requirements reflect that, and a geotechnical or coastal assessment on a bluff-top parcel is worth doing before the offer conditions expire.

The sequence

How a custom build typically runs

The generic sequence, which holds across markets. What differs in Oshawa is the approvals step and, on unserviced parcels, how much has to be resolved before the design is priced at all.

  1. Initial consultation

    You describe the site, the brief and the budget. A good builder spends most of this meeting asking about the parcel, not showing you photographs.

  2. Lot assessment

    Grade, drainage, servicing, setbacks and access are established. On an unserviced parcel this is where water and sewage feasibility get resolved — before anything is designed or priced.

  3. Design

    Schematic design, then design development. The single biggest determinant of cost is settled here, long before a trade is engaged.

  4. Budget development

    Preliminary pricing against the developing design, ideally iteratively so the budget shapes the design rather than surprising it.

  5. Contract

    Form agreed — fixed price, cost-plus, or cost-plus with a guaranteed maximum — along with the allowance schedule, exclusions, payment schedule and completion terms.

  6. Permits and approvals

    Municipal approvals, and where applicable architectural committee review, which runs before rather than alongside the municipal application.

  7. Construction

    Excavation and foundation, framing, envelope, mechanical rough-in, insulation and drywall, then finishing. Enclosure before winter is worth a great deal in most Canadian markets.

  8. Interior selections

    Should be complete before construction starts. Selections made during construction are the largest controllable source of schedule slip there is.

  9. Quality control

    Progress reviews at framing, pre-drywall and pre-possession. Pre-drywall is the most valuable of the three because nothing is hidden yet.

  10. Possession and warranty

    Walkthrough, deficiency list, holdback release, warranty enrolment documentation and handover of manuals, as-builts and commissioning reports.
